Concepts and types of principles of proceedings in cases violation of customs rules

Abstract
Proceedings in cases of violation of customs rules are procedural actions that are consistently linked to each other and that must be conducted in accordance with particular principles. The article explains the concept of “principle”, gives explanations of this notion according to several authors, gives consideration to the types of principles that are involved in the proceedings in cases of violation of customs rules, their peculiarities, characteristics and division into groups (according to the relevant classification). The list of principles introduced in the article is not exhaustive, but the author attempted to pay attention to the most relevant ones from the point of view of achieving the most objective result when considering both administrative offences in general and cases of violation of customs rules in particular. Of course, it is inappropriate to divide the principles into primary and secondary, more or less significant, because each of the principles is of particular importance.
