CONCERNING TO THE USE OF THE LIABILITY CATEGORY IN PUBLIC LAW

Abstract
Approaches to the category of “obligation” in certain branches of law have been analyzed in the article, in particular administrative, financial, tax, and budget. On the basis of existing studies, the views of scholars on the possibility of using the category of “obligation” as a category of public law have been analyzed. Approaches of understanding the category of “interest” have been considered as a criterion for division of right and legal categories into public and private. The concept, features and principles of public law as a sphere of application of the category “obligation in the public law” have been investigated. Legislative acts of public law concerning the use of the obligation category have been analyzed. The author gave the definition of “obligation in public law”.
