Conditions of conducting business activity in small seaports in Poland

Abstract

In 2011, small seaports in Poland had a multiple-owner structure, with most of the port premises being municipal property. A smaller part of the infra-structure was owned by state subjects and private ownership was the smallest. Compared to the year 1997, there has been an increase in municipal ownership, whereas state and private ownership consequently decreased. Within the research period, the quality of services provided by the ports was varied. The best conditions for business activity were provided by public bodies, especially by the port municipalities. The ownership of the infrastructure on which the conditions of conducting business activity are dependent was largely determined by legal regulations. Among other factors which influenced the acquisition of the port premises by port municipalities were: the possibility of acquiring EU funds for modernizing the decapitalized infrastructure, investment activity of the Maritime Office and a change of attitude toward the idea of municipalization within the local gov-ernments. Due to the fact that municipal entities created the best conditions for the port users to operate, the improvement in the quality of provided services should be linked to the further municipalization of small seaports. It would, however, require additional funding of smaller seaports from the state budget. Lastly, the decapitalized infrastructure (before the municipalization) could be modernized by Maritime Offices.
