CONDITIONS OF PROPERTY LIABILITY OF PUBLIC OFFICERS FOR GROSS VIOLATION OF THE LAW DURING THE EXERCISE OF PUBLIC AUTHORITY

Abstract
This paper presents conditions of property liability of public officers for gross violation of the law. Author focuses on subjective matters of the responsibility. The applicable legal regulations deals with a mechanism of cumulative substantive conditions of liability, which are presented in a comprehensive manner in accordance with the directive of complexity of dogmatic research. The provisions define a broad range of subjects, not limited to procedural violations. The drawback of the regulation is the casuistic approach what involves the danger of some situations in which it would not be possible to held public officers liable, because these provisions as special rules must not be interpreted broadly.<br/><br/>
