Abstract
This scientific article reveals the problem of implementing the constitutional principles of legal proceedings. The analysis of normative legal acts revealing the essence of the problem is carried out. The formation of constitutional principles of legal proceedings in the historical context is considered. The position of the highest judicial authorities of Ukraine regarding the enforcement of the provisions of Article 129 of the Constitution of Ukraine in the criminal process is established. The factors preventing the appellate review of the cases of the investigating judge on appealing inaction of the investigator or the prosecutor to non-submission of information about the criminal offense to the Single Register of Pre-Trial Investigations are determined. This study suggests a way to solve the problem of implementing constitutional principles in criminal proceedings.
