CONSTITUTIONAL AND LEGAL FOUNDATIONS OF PUBLIC ADMINISTRATION REGIONALIZATION (ON EXAMPLE OF MANAGEMENT OF PUBLIC ENTERPRISES AND STATE CORPORATE RIGHTS)

Abstract
In the article argues that the establishment of a multi-level system of coordination of private and public interests is neces- sary at the present stage of development in the economic field at the regional level. Also argues the emergence of regions as public subjects of economic rights and consideration of them in terms of organizational unity and statutory legal personality, the participation of representatives of various groups of regional interests in the formation of regional policy and participa- tion of the regions in determining the directions and methods of implementation of a centralized state policy. The principle of mandatory imprisonment and execution of public contracts by public subjects of economic rights is proposed for these purposes. Including it is proposed to introduce the conclusion of the framework public contracts the state bodies which carry out the management of public enterprises and state corporate rights, with regional local authorities. In the article argues the participation of regional local authorities in the management of state-owned enterprises at the level of the supervisory boards of public joint stock companies and other state-owned enterprises and associations of enterprises (holding companies) and securing of safeguards the participation of their representatives in the supervisory boards with rights of decisive voting.
