Construction of the concept of integration of state–owned enterprises into the construction cluster

Abstract
The subject of the research is the analysis of the main theoretical principles of management of the owners of construction companies, and the construction of the concept of behavior of stakeholders in relation to the integration of the construction cluster. The purpose of the article is to review the main theoretical principles of managing the behavior of owners of construction and investment enterprises and building behavioral models of stakeholders in relation to the integration cluster integration for the effective implementation of investment construction projects on the basis of public–private partnership. Methodology of the work is internal models of behavior of stakeholders, a model of dissonance, a model of rituals, a model of conformism. The results of the work – the model of behavior of stakeholders in relation to the construction cluster for the effective implementation of investment construction projects on the basis of public– private partnership is described. The scheme of cooperation with stakeholders for the purpose of integration of enterprises into the integration association is proposed. Conclusions – the proposed scheme of cooperation with stakeholders, integration associations, which will allow the creation of new types of organizational structures, mechanisms for the effective use and redistribution of resources, taking into account the features of public–private partnership.
