CONTEMPORARY PUBLIC ADMINISTRATION: SHIFT FROM REAL TO VIRTUAL

Abstract
In the article the author’s attention is focused on the critical understanding of the process of virtualization of contemporary state administration under general context of virtualization of society. Intensive share of the newest informative and communicative technologies has stimulated qualitative changes in the organization and functioning of public administration, has outlined new vectors of interaction between the state and citizens, led to the emergence of virtual managerial space. Analyzing the transformation of the system of ruling and managerial bodies into a peculiar virtual reality, the author tends to regard this process as logical and inevitable, in which, inter alia, risks associated with virtualization are clearly articulated. The most obvious problem is “promotion of democracy” in the sphere of public administration in the information society. In the context of the destructiveness of the state-management practices virtualization, the author’s position is to confirm the possibility of the emergence of a “virtual panopticon”.
