CONTRACT MANAGEMENT ON ROADWAYS - A RATIONAL APPROACH TO VARIOUS CONTRACT MODES

Abstract
Road construction development throughout the county under different contract modes has been done since last two decades. At the beginning road constructions has started on item rate contract and later on maximum length of country road construction have been completed on modified modes of contract such as BOT, EPC, HAM and TOT to accelerate the construction work. The objective study examined the use of contract management practices on performance of the road construction projects implemented under different contract modes. The objectives of this presentation are to examine the role of monitoring intensity in enhancing performance of the road construction projects under contract models Item rate, BOT, EPC, HAM, TOT etc. in the country. This presentation covers briefly number of risks encountered from different contract modes of road projects. The factors responsible for time overruns for different modes of the project are identified through field surveys. Common factors encountered to overrun of project are land acquisition, utilities shifting and design. These three constraints are main causes of overrun, which need to be clear before bidding or if not, then a special provision should be made in the contract document about the constraints free site even after bidding.
