Criminological characteristics and prevention of recidivism in the Black Sea region of Ukraine

Abstract
In the article, the author introduced the concept of criminological characteristics of recurrent crime in the Black Sea region of Ukraine and investigated its regional features. Consideration of the criminological characteristics of recidivism in the Black Sea region of Ukraine as a whole involves identifying its overall quantitative and qualitative indicators; statistics of committing recurrent crimes; characteristics of the offender-recidivist; Identification of the most common (popular) crimes and other distinctive features of this region from other regions in Ukraine and abroad. Also, the concept and measures for the prevention of recidivism in the Black Sea region of Ukraine are analyzed, as well as what prevention measures are used by leading democratic countries of the world. It is noted that prevention of recidivism in the Black Sea region is connected with direct opposition to the causes and conditions that it promotes, generates and forms a permanent anti-social behavior of criminals, and also stipulate the continuation of criminal activity. It is emphasized that prevention of recurrent crime in the countries of the European Union and the USA is based on scientifically grounded integrated resource-supported programs, which are developed by experts at various administrative-territorial levels. Preventive activity is an integral part of the purposeful work on scientific management of social processes.
