CRIMINOLOGICAL COMPONENT IN THE STRATEGIC DOCUMENTS OF THE IMPLEMENTATION OF THE STATE POLICY IN THE ISSUES OF DONBASS DEOCUPATION (CONDITION, PROBLEMS AND PROSPECTS)

Abstract
The author analyzed the criminological component in strategic documents of the de-occupation of the Donbass. The main emphasis is placed on the research of the State Target Program of Recovery and Peace building in the Eastern regions of Ukraine (2017), the Action Plan aimed at implementing certain principles of the state domestic policy regarding certain districts in Donetsk and Lugansk regions, where the state authorities temporarily do not fulfill their powers (2017) and the Strategy of De-occupation of the Donbass “The Mechanism of Small Steps” (2018) as part of their existing measures to ensure criminological security in the territories of Donetsk and Lugansk regions. According to the results of the research, the existing deficiencies were identified during the formation of these strategic documents, and measures were proposed to strengthen the criminological component in their part in providing public safety.
