CRISIS MANAGEMENT AS AREA OF CROSS-BORDER CO-OPERATION

Abstract

With greater and greater European integration, foreign and cross-border co-operation between local governments has been intensified and has embraced more and more areas of co-operation. Cross-border co-operation in the area of security on many European Union borders has its own long history. More and more cross-border initiatives appear with respect to crisis management: more organizational ones than logistic or financial ones. The aim of the research was to show crisis management as a new, important area of cross-border co-operation. The article presents the concept and fields of cross-border co-operation; the subject and objects of crisis management in Poland as well as their tasks in the light of cross-border co-operation. Also, technical infrastructure security plans have been shown as a potential field of cross-border co-operation. It seemed to be reasonable to enrich the subject of the research with a review of current crisis management legal and financial conditions on the Polish-Czech border. The analysis conducted allows one, among other things, to come to the conclusion that the development of cross-border co-operation in the direction that has been observed should lead to the emergence of cross-border crisis management in the future.
