CULTURE IS A TOOL FOR TURNING WEALTH INTO WELFARE

Abstract
Culture, sustainability, and sustainable development are complicated concepts that are not always easy for scientists, policymakers or practitioners to grasp or apply. Without a doubt, there is a connection between a country’s wealth and economic growth and improvements to its overall well-being. In the article, there are explored some aspects of the transformation of wealth into welfare. There is analysed the model of Sustainable Economic Development Assessment as a proprietary diagnostic tool that gives countries insight into their overall social and economic conditions. SEDA was proposed by the Boston Consulting Group and based on ten factors of socioeconomic development, which are divided into three groups: investment, economy and stability factors. The presence of culture and cultural industry in all three groups is emphasized. The concept of “soft” infrastructure and the dynamics of the ratio of tangible and intangible assets are analyzed. The role and significance of culture and cultural industries in the development and implementation of sustainable development strategies are identified. Three main directions for determining the role of culture in the system of sustainable development are analyzed. It is emphasized that the integration of culture in politics and the target development programs contributes to their effectiveness and sustainability. Systematically integrating cultural specificities in the conception, measurement, and practice of development is imperative as it ensures the involvement of the local population and a desirable outcome of development efforts. Culture as a sector of activity – including tangible and intangible heritage and the creative industries – is in itself a powerful driver of development, with community-wide social, economic, and environmental impacts.
