REGULATORY SUPPORT OF THE DEVELOPMENT OF CLUSTER MODEL FOR ENTREPRENEURIAL ACTIVITY: WORLD EXPERIENCE AND UKRAINIAN REALITIES

Abstract
In the paper on the basis of the generalization of the world experience of entrepreneurial activity regulation in cluster structures substantiated the strategic importance of clusters as an organizational form of entrepreneurship development in Ukraine. A comparative analysis of American, European and Asian models of clusters development made. The features of different approaches to the state regulation of the processes of formation and development of clusters characterized. The main economic results from the clustering in the EU identified and systematized and the experience described of creating a network of transport-logistical clusters in Europe. Presented the results of a critical analysis of the current legislation and normative-legal base for the formation of fundamentals of the state cluster policy in Ukraine, which allowed diagnosing both problems and causes of the imperfection of regulatory support of the development of a cluster model for the organization of business activities in the country and proposing a set of measures aimed at their solution. The research resulted in a conclusion that, in Ukraine, since the 2000’s, almost all strategic and policy documents aimed at economic development of the country, noted the necessity of creation and development of clusters, but, unfortunately, until now there is no mechanism and program for the development of clusters developed, no clear concept and strategy of clustering in the national economy. The need for a cluster policy in Ukraine substantiated, aimed at promoting the practical implementation of the cluster model for a business organization.
