EUROPEAN APPROACHES TO THE EVALUATION OF REGIONAL COMPETITIVENESS

Abstract
Nine methodological approaches for the evaluation of the regional competitiveness are analysed in detail. In the article, it is concluded that the stages of assessing regional competitiveness are: theoretical foundation of the regional competitiveness; substantiation of the model of forming the competitiveness; establishment of indicators and their grouping depending on the theoretical basis; normalization and weighing of indicators; calculation of the final index (in the case of using the index approach); construction of factor relations between the competitiveness and other characteristics of regional development (if factor models and correlation-regression analysis are used in the approach); analysis of the results. It is found that evaluation methods are based on multilevel assessment models. For the competitiveness and development potential of regions, such factors of production as land and capital go away to the background. Instead, labour (foremost creative work, in the field of knowledge, science, development, engineering), entrepreneurial skills and information are key parameters that ensure competitiveness. In addition, the following conclusions are made. The assessment of regional competitiveness should be preceded by the definition of the factors that form it. Indicators, characterizing these factors, should identify strengths or weaknesses of the region. It is expedient to use variables that would depend to a minimum on the fluctuations of the economic cycle. Based on the fact that one or several economic or social indicators cannot fully reflect the competitiveness of the regions, as well as their comparison with other territories, one of the ways that allow comprehensively assessing the competitiveness is the assessment using the index. In order to obtain comparable data, indicators should be grouped into certain sub-indices based on certain economic or social characteristics In the process of analysing the competitiveness of the region, it is important to take into account the goals of its strategic development. In addition, it is expedient to assign indicators in the calculations of the index meaning that reflects the current state of the economy and the specifics of the region, based on statistical and expert evaluations.
