CURRENT STATE AND PROSPECTS OF THE PUBLIC ROAD NETWORK DEVELOPMENT

Abstract
Prospects of the public road network development are based on solving correspondent existing problems. Analyzing problems of the national road network, lack of their comprehensive study was revealed - they were designated at various periods of time and considered only in the context of the transport system, transport policy and public road system as an industry. The article analyzes the current state of the public road network by structure, provision calculated on 1000 km2 area and 1,000 inhabitants, transport and operational status, service infrastructure, the number of road accidents. The results of the analysis are presented in the form of a hierarchical interrelation of the determined problems of the public road network in Ukraine according to the following classification criteria: conditions and factors that hinder effective development of the road network (the problems: insufficient funding of works, non-compliance of the legal framework and regulatory and technical documentation with international standards, poor quality of road works), non-compliance with the European requirements (the problems: low density of roads, poor quality and lack of road service and information support of drivers, poor transport and operating condition), effects of poor state of the road network (the problems: insufficient level of satisfaction of the transport infrastructure users’ needs, poor road safety). Prospects of development of the public road network in Ukraine are aimed at solving the designated problems in the appropriate sequence.
