DECENTRALIZATION IN THE CONTEXT OF STRUCTURAL MODERNIZATION OF THE REGIONAL ECONOMY

Abstract

Purpose. Research paper is to study the main manifestations of the impact of decentralization in Ukraine on the structural modernization of the regional economy. Methodology of research. Based on the analysis of statistical information and legislative acts, tools and institutions established and implemented as a result of the decentralization of power, the effects of the reform in Ukraine were systematized and summarized. The main method of research was comparative analysis and synthesis of scientific sources, statistical information and legal acts. Findings. Paper covers the main manifestations of the impact of decentralization in Ukraine on the structural modernization of the regional economy. Found that the main results the main effects of decentralization in Ukraine were the formation of united territorial communities and the growth of local budget funds, which will further contribute to the financing of programs and projects of socio-economic development of regions and improvement of the living standards of the population in the regions. It has been determined that decentralization in Ukraine contributed to the development of institutions that have a positive impact on social and economic development. It is substantiated that decentralization in the future will promote the development of institutional instruments for the renewal of joint production on the basis of the consolidation of state assets with investment, management and other resources of the private sector, thus ensuring structural changes in the regional economy and the renewal of capital. Originality. The main positive consequences of the decentralization of power in Ukraine and its influence on the structural modernization of the regional economy of Ukraine are outlined. The relationship between decentralization and structural changes at the regional level was first identified. Practical value. The obtained research findings can be used for further changes and in the formation of regional structural policy.
