Democracy as a necessary condition for the cooperation of territorial communities.

Abstract
The article is devoted to the study of cooperation of territorial communities as a manifestation of democracy at the local level and an institution that requires the use of elements of participative democracy. The peculiarities of application of such instruments of participative democracy as local initiatives and public discussions (public hearings) in the procedures connected with the beginning of cooperation of territorial communities are studied. The general theoretical aspects of these forms of local democracy are elucidated, their content is considered in the context of the latest legislative initiatives. Proposals are made to clarify their content in the basic Law of Ukraine «On Local Self-Government in Ukraine». It emphasizes the need to ensure the balance of the forms of representative and participative democracy in the procedures for cooperation projects between territorial communities.
