Abstract
Демократія розглядається як основоположна ціннісна складова політичного режиму. Однак, застерігає автор, якщо її розуміють однобоко, лише як зворотню проекцію тоталітаризму, вона перетворюється в охлократію і завдає реальних загроз свободі й рівності з боку демократичного суспільства.
