Abstract

The research focuses on preconditions of mass protests in Ukraine in the aspect of the declared state transition towards democracy and Eu¬ropean values. The paper emphasizes on such factors as: economic situa¬tion and wealth of the population; political rights and democratic freedoms; development of technologies and means of communication and informati¬zation; development of independent media, means of content generation and distribution; expansion of social interaction within social networks. The primary research statement is: the principal cause of large-scale social ac¬tions of protest is not the economic situation worsening but the restriction of freedom, which contradicts declarations of the official course towards democratization. The condition for the protest movements’ expansion is the development of an independent media environment, which nowadays is as¬sociated with the development of information and communication technol¬ogies (based on the Internet). The research showed that the development of effective actions aimed at changing (correcting) the political course of the state followed a period of deterioration of citizens’ freedom and freedom of the press against the backdrop of economic recovery, which coincided with the rapid expansion of the Internet and social networks users as well as with the emergence of the traditional and technologically sophisticated media, independent from government’s power. An important condition for the development of public protest actions is the increasing level of civil society consolidation. In Ukraine, it was manifested through extension of open co-operation and sourcing due to the expan¬sion of social networks. The paper compares situation in Ukraine with the background of social protests in the region of North Africa and the Middle East in 2010-2011. Another research aspect is to show the formation of condi¬tions in Ukraine that can lead to the next wave of protest actions related to the negative situation in the field of public freedoms, accompanied by eco nomic stabilization and the prospect of introducing more effective means of communication.
