Department of Municipal Police of the Republic of Estonia as a subject of implementation law enforcement functions of the state

Abstract

This article states that the Municipal Police Department is a separate body that is part of the Tallinn City Government structure. The department has 110 posts. It is stressed that the municipal police as a guard body of the order is in force on July 1, 2014, after the entry into force of the law on the protection of public order. According to the Statute of the Municipal Police, approved on December 14, 2006, the Municipal Police have a permanent seat at the City Administration, is subordinate to the local council, namely the mayor, has a coat of arms and seal, operates within the framework of city and national legislation to a greater extent is aimed at protecting local laws. It was emphasized that the municipal police involved in the control of public order in the city and for the implementation of local regulations. The tasks of the department include: 1) the protection of the city of Tallinn; 2) checking of tickets in public transport; 3) carrying out proceedings concerning violations of parking rules; 4) control over the maintenance of domestic cats and dogs; 5) control over the activities of a taxi in the municipality; 6) temporary regulation of traffic in case of traffic violation on roads. 7) other functions that will be envisaged and approved by the local council. The structure of the Department of Municipal Police is determined by the city council of the city of Tallinn and approved by the mayor. The structure of the Department of Municipal Police includes the following departments: - development and service department; - department for case management; - department for implementation of production; - patrol department. It was pointed out that the Tallinn City Municipal Police Department is required to provide legal advice to the population, to overcome the shortage of personnel for the general police, to stabilize the social tension among the townspeople, to maintain confidence in the local authorities, to increase the authority of the national authorities, to increase control over the criminal environment, to protect the public order, rest, securing the property of a local community or state property.
