Struggle of kiberbulling in Ukraine: legal aspects

Abstract
. In this scientific article, the present state of the administrative-legal regulation of the sphere of counteraction to the new socially harmful phenomenon, such as cyber bulling in Ukraine, is researched. The definition of «cyber bulling» as the latest Internet threat is given and its essential features are determined. It is determined that cyber bulling is the latest form of aggression that is to bully children of one another, as well as brutal acts by adults on the Internet with the help of mobile phones, computers, e-mail, social networks. The authors emphasize that the main forms of cyber security are anonymous threats, telephone calls, trolling, persecution, sexual assault, flame-mongering, trampling, refusing, cyber-persecution and others. The article determines that the mechanism of administrative and legal regulation of cybernetic and informational spheres is intended to ensure both national interests and interests of each person, and administrative-legal principles perform a number of general and special functions in order to identify the main measures and means of counteracting various negative cyber-threats and cyber attacks. . The current domestic legal and regulatory framework for countering cyber bulling is outlined and the main norms of information security are defined. The analysis of domestic administrative legislation in the field of countering a boom has been made. On this basis, ways of improving the existing administrative legislation in the area of cyber bulling counteraction are proposed. It is concluded that today there is no single normative act that would be aimed at legal regulation of cyber bulling in Ukraine. Therefore, the authors consider it necessary to adopt a normative legal act on counteracting this negative phenomenon in Ukraine. And also introduce a new article that will foresee the administrative responsibility for cyber bulling.
