Abstract

World experience shows that one of the fundamental elements of evolution and the formation of society is the sphere of culture, the functioning of which in each country has its own peculiarities. Reformational transformations in the sphere of Ukrainian culture have taken place since the proclamation of the independence of the state, when the question arose about the formation of a new state cultural concept. Modern conditions of development of the state determine the new space of realization of the state policy in the sphere of culture in the plane of personal freedom, free creative expression and creation of a national idea. Ukraine is on the way of building a democratic, rule-of-law state, and creating a civil society with high humanistic values. In these processes, an important role is played by culture, which is a powerful means of consolidating society, restoring historical memory, consolidating national identity and patriotism, and strengthening interethnic peace and harmony. With the help of culture, active, creative intelligence and high spirituality of the personality, intellectual potential of the people are formed, which is the main condition for society to enter new levels of civilization. Increasingly in the Ukrainian information space the theme of the reform of the state sector of culture is being violated. In our country, we are convinced that the delegation of powers and finances in favor of the regions can greatly enliven the cultural life of the country. Thus, the state has taken a course towards decentralization, which involves the reform of local self-government and the transfer of authority to solve local problems at the grassroots level, baseline level, community level - in fact, a complete reformatting of the current management system.
