Designing a System for Choosing Managers in State Offices by Using Group Hierarchy and Fuzzy Analysis Method (Case Study the National Organization for Civil Registration of Tehran Province)

Abstract

With attention to that manpower is one of the main factors affecting the success of companies and is the motivation of workforce engine; so that we can raise the employees’ motivation and identify the factors that prevent this importance’s implementation. One of the factors that has the greatest impact on this affair is hope to job upgrading in spite being adequate and on the other hand the civil service act has dictated the organization to establish an informational system in order to improve the employees’ job upgrading. According to the importance of the upgrading case, we decided to prepare a system for choosing managers. So characteristics of a good manager should be identified and then for every characteristic some characteristics should be considered and with Fuzzy and group AHP method, the three persons who have the most points will introduce to the organization’s director and among them, will chose one as a assistant director, and the two others will be alternatives in management in spite the non-cooperation of that director with the organization. Also this system helps organizations’ education to focus on their educational planning for training competent managers and staff developing.
