Determination of parties of public investment legal relations and the scope of their powers

Abstract
The author considers in the article the powers of state authorities as subjects of financial law in the sphere of investment, proposes to make appropriate amendments to the Law of Ukraine «On Local Self-Government in Ukraine» in the field of budget, finance and prices in terms of the possibility of an appropriate local council of approval in the local budget expenses for investment activity. The author also notes that the state as a subject of public investment legal relationships has the financial capacity conditioned on the need to implement public tasks facing it and implemented in the field of creating favorable conditions for the development of investment activity. State authorities can be considered as independent subjects of investment legal relations only if they fulfill the functions of the state customer of buildings and facilities for state needs, as well as target, scientific and technical and investment programs and projects in the established sphere of activity of the state authority.
