Development at the territories of post-conflict transformation: from regional clusters of enterprises to smart-specializations

Abstract
Introduction. The development of regions in the context of post-conflict transformation is possible on the basis of establishment of a complex organizational and economic support to the regional management system and the development of effective mechanisms for using natural resources potential and searching opportunities to mobilize resources for the development of industrial clusters. Purpose. The article is devoted to identification of the trends and experience in the development of cluster entities in the world and in Ukraine. The tendency towards self-organization of enterprises in the regions as opposed to the central-ized processes of forming industrial complexes and the state cluster policy in Ukraine has been determined. It was defined that creation of conditions for the economic and industrial development of Ukraine, reinforcement of the competitive advantages of individual regions and improvement of the economic capacity of communities at the local level are possible on the basis of integration of the modern cluster policy, strategies of smart-specializations and decentralization policy. Results. The tendency to self-organization of regional enterprises in contra-diction to the centralized processes of developing industrial complexes and state cluster policy in Ukraine has been defined. The transformation from regional clusters of enterprises to smart-specializations in in scientific research has been shown. Conclusion. It has been determined that the distribution of cluster entities in the regions of Ukraine under the current conditions would contribute to the processes of concentration of capital for the introduction of innovation, the crisis recovery, and the transition of the national economy to the new stage of develop-ment. In view of the need for practical application at the development of regional strategies, the concept of smart specialization needs its further development and adaptation, taking into account the specifics of regions, the level of development of natural resources potential and the possibilities of resource mobilization. The process of implementation of the smart specialization strategy in strategic regional planning is in its initial stage and requires further research and scientific support.
