DEVELOPMENT OF PROFESSIONAL RELIABILITY OF THE HEADS OF GENERAL EDUCATION INSTITUTIONS IN THE SYSTEM OF CONTINUOUS EDUCATION

Abstract
The article deals with the topical problem of formation of professional reliability of the heads of general education institutions in the system of continuous education. The main aim of the system of continuous education, to be more precise, the conditions for continuous professional development of managers of education, their professional reliability, intellectual and general cultural growth have been found out. Scientific research concerning the development and formation of professional competence of the heads of general education institutions in the system of continuous education has been represented. The author’s definition of the concept “professional reliability of the manager of education” has been offered. It has been determined that one of the constituting characteristics of professional competence of the heads of general education institutions is his professional reliability. During the development and formation of professional reliability self-efficiency of managers of education becomes particularly important. Self-efficiency is an important personal characteristic that manifests itself in a feeling of competence and efficiency, as well as faith in one’s own opportunities in solving the main tasks set for managers of education. The synergetic and holistic approaches to the formation of professional reliability of the manager of education have been found to be very important ones. The human nature-targeted competence has been singled out as an essential component of professional activity of the manager alongside with the communicative, information, intellectual, social and methodological competences. The basis of the human nature-targeted competence is represented by the ability to work with people, be well-versed in the formal and informal relationships, create positive moral and psychological climate, respect the human personality. It has been found out that cultural wealth, moral qualities of the head of a general education institution, his / her world outlooks influence the content of a management activity and significantly characterizes his / her professional reliability. An effective leadership is one of important indicators of professional reliability of the heads of general education institutions. Practice of school management allows us to claim that the principles of partnership, interactions, dialogue, tolerance, common value orientations, and reasonable purposes contribute into the avoidance of crisis phenomena in management and provides professional reliability of the head of a general education institution. Thus, the theory and practice of modern educational management presupposes a direct correlation between the presence of professional reliability and functional efficiency of heads of general education institutions, success of their self-development, professional growth, which ensures consistency between the actions of institutions, centers of post-qualifying education and self-education of teachers.
