Abstract
The process of local government reform takes them constantly, and as a consequence - especially in the last 20-30 years - European scientists have developed a lot of concepts, which describe the multi-level governance, which successfully operates several decades the European Union. And within these concepts or theories that scored quite serious momentum we are already known processes: decentralization, deconcentration, the principle of subsidiarity, deregulation and so on.
