DEVELOPMENT OF THE SELF-EMPLOYMENT AS AN EVERY TYPE OF INCREASING OF PROFESSIONAL COMPETENCE LEVEL OF THE STATE EMPLOYEE

Abstract
The article deals with the problem of the development of self-education of a civil servant as a form of raising the level of professional competence in the context of reforming and developing the civil service. The types of increase of the level of professional competence of a civil servant and their importance for professional activity are considered. The concept, peculiarities and meanings of self-education are defined. By studying the law, you can determine the following types of professional training: training, retraining, specialization and advanced training. The Regulation on the system of training, specialization and professional development of civil servants, heads of local state administrations, their first deputy and deputy, officials of local self-government, states that the training of civil servants and persons of local self-government is the successful completion of the person’s corresponding educational-professional program, which is the reason for awarding the degree of higher education to the master in the corresponding specialties. Professional competence is a bit broader category and, in addition to professional training, may include internships. In particular, in order to increase the level of professional competence of a civil servant, his internship with a separation from service for a term of one to six months may be conducted at another post of civil service in another state body or abroad in accordance with the legislation. More types of raising the level of professional competence are not defined by the legislator. Analyzing the implementation of types of raising the level of professional competence, it should be noted that the main in this case is the improvement and deepening of the professional knowledge and skills that a civil servant has in the process of fulfilling tasks and exercising the powers of a public office. Getting new skills and skills to enhance your professionalism. Such a development of a civil servant is primarily necessary not only to him as a competent person to be in charge of a position, but also to a civil servant himself for promotion and career development. All of the above characterizes one more activity as a form of raising the level of professional competence. It is self-education. Self-education is the only form of raising the level of professional competence of a civil servant, which can be realized on a permanent basis. This may be the case when performing training or retraining procedures, internships, advanced training, etc. Also, as a separate type of skills and knowledge during the exercise of professional competence and during non-working hours. In many developed countries, self-education has the normative attachment of the concept, types and options for acquiring professional skills and abilities independently. For a civil servant, self-education provides an opportunity for personal development and is directly related to career advancement. Self-education positively influences career growth; during the performance of their professional duties, the quality of their implementation depends directly on the employee’s ability to self-education, therefore, it should be considered as a standard of civil service.
