Diachronic evolution of information and communication technologies from 1774 to the year 2014 and its effect on economic development of Ukraine

Abstract
The purpose of the article is to study the diachronic evolution of information and communication technologies from 1774 to 2014 and its impact on the level of Ukraine’s economic development. Methodology of research. The objectives of the article implemented by using the following research methods: analysis and synthesis, systematization and generalization, dialectical method. Findings. The article discussed the problematic issues "digital inequality" of the states. The author made an analysis of theoretical basis of humanitarian prerequisites of development telecommunications. The accomplished the abstraction of facts the history of telecommunications in quantitative figures for the period 1774-2014 years. Practical value. Established existence of the diachronic part in the legal regulation of social relations in this sphere. Personality economic indicators of Ukraine since 2012-2013, in correlation of the development of information and communication technologies.
