Abstract
Ukraine is one of the first former Soviet Union started reforms in the economy. Adopted in the early years of independence Ukraine legislation created the conditions for change in the way of economic development of Ukraine, created the preconditions for the development of a market economy. But after so many years of Ukraine's independence, we again started talking about radical economic reforms of the economy, which is close to financial collapse, leading now to a loss of AR Crimea and the war in eastern Ukraine? What happened and why we have such a situation in Ukraine? The article was an attempt to answer these questions, which analyzes the problems of failed reforms of economic development for Ukraine and subjected to critical analysis program of the Cabinet of Ministers of Ukraine for 2015. As a result of the proposed comprehensive measures to reform the economy. Economic reform one of the extraordinary task of salvation economy of Ukraine. These reforms should apply to all sectors of the economy, judiciary, government and administration and local government. The need for reform of local government and territorial authorities in Ukraine caused by the need for improvement of budget legislation, decentralization of power and a significant empowerment of local communities, involving redistribution of responsibilities, authority and resources at national, regional and local levels, increased financial autonomy of local budgets, improving the material and financial basis of local government
