ДІЯЛЬНІСТЬ УКРАЇНСЬКО-РОСІЙСЬКОЇ КОМІСІЇ ІСТОРИКІВ ТА СПРОБИ НАПИСАННЯ СПІЛЬНОГО ПІДРУЧНИКА З ІСТОРІЇ: ДОСВІД ІСТОРИЧНИХ ЗВ’ЯЗКІВ

Abstract
У статті йдеться про суспільно-політичний й ідеологічний контекст підготовки й створення спільних підручників з історії, ініційований спільною українсько-російською комісією, створеною у 2001 р. Не зважаючи на багатоманітність заходів, спрямованих на популяризацію вітчизняної історії, найвпливовішим і найпоширенішим є підготовка і видавництво підручників, в яких і відображається офіційна історіографічна доктрина держави та визначення спільних підходів до оцінки історичних подій. The article is about social and political and ideological context of preparing and writing joint textbooks on history initiated by Joint Ukrainian and Russian Board founded in 2001. Despite a variety of measures, aimed at popularity of national history, the most influential and common one is preparing and publishing textbooks, where official historiographical doctrine of the State and collaborative approaches to conceptualization of historical events are represented. The situation in historical studies and textbook publishing is the object of great attention of politicians, and accordingly it is forced to carry out certain political put-up jobs. Especially it concerns textbook publishing that is under control of the Ministry of Education and Science of each of countries which are first of all governmental, but not historical institutions doing certain orders related to content and concept of textbooks. The constant re-evaluations of official interpretation of one or another historical events under party line are also equally detrimental, and the main thing is the attempts to use such, often quasi-scientific, research in order to change external policy course. It is especially expressed by interpretation of RussianUkrainian relations as well as of so called episodes of “joint history” made just Presidents resign. So attempts of historians to reach a consensus and understanding often come to “science for the sake of science” and their results are evened with just another political movement. Writing of joint history books or textbooks is a practical activity of the European Union. After all an incontrovertible fact still is that there are countries historically involved in war between each other, for instance France and German have a long tradition of conflicts, or German and Poland. Surely, if such a tradition of conflicts exists in the joint European space, reasons of disagreements are to be searched and calmly clarification why it happened in such a way is to be made. But it is to be about equality of partners in a similar process. Any way such joint things due to own nature should stay for discussion, both parties opinions are to be set forward without emphasizing that any of the parties possesses “greater truth”. Joint textbooks should be a result of public discussion element through public. Since history is not simply the past but it is its study and understanding. Any way perception of history has always been taken through the national lens. Now raising a generation of citizens of Ukraine and Russia who will understand the historical past of their populations and will respect legal rights of the Ukrainians (the Russians) to look at the history through the lens of their national interests and own mentality is a necessity, simultaneously they will understand that the Russians (the Ukrainians) have own understanding of history. Raising citizens should be made on the principles of tolerance and mutual understanding of the historical past. This approach corresponds not only to European, but also world practice. Mastery is that historians could set a dialogue and the pinnacle of this is writing of joint historical works. Discussions in Moscow and Kyiv showed yet more one undeniable truth: history is not only science and academic discipline like all other sciences and academic disciplines. This is a method of conception of its population place in space and time. This is a construction site where patriotic feelings and civic properties of person are formed.
