DIRECTIONS AND MECHANISM FOR STIMULATING INNOVATIVE DEVELOPMENT OF THE INFRASTRUCTURE OF UKRAINIAN RURAL AREAS

Abstract
In the article we describe the present state of development of rural territories. The research paper substantiates that the reformation of the Ukrainian economy today determines the need for innovative development of the agrarian sector as a cornerstone of economic growth. Modern transformation processes contribute to an increase in the gross output of agricultural production, the development of export opportunities of the industry, but, unfortunately, this has little effect on the socio-economic development of the rural areas, on the infrastructure re-equipment and increase of the welfare of the rural population. Inadequate rural infrastructure has a particularly significant impact on the quality of life in rural areas. The necessity of attraction of investments for formation of industrial and social infrastructure in the conditions of decentralization is substantiated. We analyzed the structure and dynamics of capital investment by type of economic activity and funding directions in a regional context. The directions and mechanism of stimulation of innovative development of infrastructure of rural territories in conditions of modern globalization changes are outlined. We have argued that the stimulation of innovative infrastructure development in rural areas could be done through administrative regulation, provision of preferences and institutional support. We have proved that the innovative development of the infrastructure of Ukrainian rural areas can be realized at the expense of: the formation of an institutional field for the establishment of cooperation between agrarian business and territorial communities, the completion of the process of decentralization, the attraction of foreign and state investments into infrastructure objects in rural areas.
