DIRECTIONS OF DEVELOPMENT OF CREDIT AND INSURANCE MECHANISMS FOR FINANCING HIGHER EDUCATION IN UKRAINE

Abstract

Today, Ukraine's higher education system suffers from shortage of financial resources. The issue of using educational credits is a subject of discussion not only in Ukraine, but also in developed countries. It is concluded that developed countries use different types of loans: government loans and commercial (private). Public loaning is used as an instrument of state social and economic policy. The main priority of the state is to increase the level of education, which will ultimately ensure the knowledge intensity and innovative direction of the economy. In the field of higher education, knowledge is formed, which is the most important and inexhaustible resource of a science-intensive economy. Credit programs for higher education should become an integral part of the multichannel system of financial provision of higher education in Ukraine, using commercial loans of banks as one of the sources of funding. Undoubtedly, market mechanisms of commercial lending do not allow the creation of appropriate socio-economic conditions, therefore the participation of the state in lending programs is one of the necessary conditions for development. It is proposed to use the mechanism of cheapening commercial loans through the compensation of interest on loans from the budget. The program of state preferential loans should be transformed into lending, which will be carried out by state banks, primarily Oschadbank, which will reduce the burden on the budget and ensure the targeted use of funds. It is necessary to adopt a special program of crediting higher education through Oschadbank on preferential terms and for a long term (from 10 to 20 years). It is also necessary to identify conceptual approaches: which social strata can participate in preferential lending to higher education; what types of educational loans will be used and what kind of state support will be applied (privileged ones at low interest rates, with interest compensation, under government guarantee, etc.); to develop step-by-step programs for the implementation of the credit mechanism for obtaining higher education in Ukraine; determine the volume of budget financing of educational loans and the relationship between financing from the state budget and local budgets (especially this is relevant in the context of the introduction of an educational subvention for higher education); from the part of commercial banks it will be necessary to get detailed credit products.
