ДОСВІД ПІДГОТОВКИ ПОЛІЦЕЙСЬКИХ КАДРІВ У ЗАРУБІЖНИХ КРАЇНАХ

Abstract

The article deals with the experience of selection and training of police staff in foreign countries. The analysis of the current state of reform of the National Police of Ukraine was carried out. The peculiarities of selection and training of police staff in the Republic of Poland, the Federal Republic of Germany, the United States of America, and the French Republic are investigated. It is noted that the reform of the law enforcement system of Ukraine envisages: abandonment of punitive methods of work and an emphasis on prevention in order to prevent crime. A brief analysis of normative acts regarding the specifics of personnel selection of employees to the National Police is carried out. It is equally alleged that the influence on the formation and development of foreign police bodies had historical traditions of legislation and law enforcement activity, features of socio-economic and cultural development of each country, level of interaction with state authorities and institutes of civil society, etc. The system of bodies that handle specialized police functions in France (National Police, National Gendarmerie) is considered. There are certain regulations that provide for procedures of recruitment process in the Polish police providing for a multi-level selection in field officers and training units of the police. In this case, the requirements for police recruitment process are also indicated: for the term of the preparatory or candidate’s service; for the term of contract service; indefinitely. It is emphasized that one of the basic requirements for police candidates is the military service or the service in the reserve. In the analysis of the peculiarities of selection of candidates for the German police it is noted that the training of police officers in this country is carried out at the Academy of the Federal Police. In the United States selection for education is provided after the commencement of the courses (law enforcement, administration of justice, psychology, advocacy, history of America, public administration, English language, legal relations, sociology, the trade law).
