Abstract
The basic requirement and purpose of each state policy, including the security policy, is the survival of the state and society as a whole, is a condition for the survival of the state and society is its security. In this sense, the purpose of all types of government agencies is directed, among other things, to this plan. All of this is the basis of a security policy aimed at creating an organization that can achieve internal and external security conditions of the state and society, ie national security. The implementation of national security in the normal state is a prerequisite for securing the security of an emergent emergency caused by any of the threats and risks that may prevent the normal situation and why the state of emergency has been declared.
