Dynamics of Collaboration between Environmentally Concerned Communities and Local Governments in Mangrove Forest Conservation in Malang Regency

Abstract
The level of resilience to disasters in the beach tourism area of Clungup, Malang district is now a challenge for local stakeholders. There are at least two types of disasters currently threatening the coastal line ecosystem, the first is a natural disaster and the second is a human disaster. The coastline consists of coastal forests, mangrove forests, seagrass beds, and coral reefs. From the coastal direction this resistance is tested by the swift waves of the southern coast of Java Island and from the mainland this resistance is tested by deforestation and fishing using potash and fish bombs. The involvement of actors or elements deserves attention because the sustainability of the ecosystem around the coast currently depends on what they are doing. This study aims to identify and describe the role of actors and collaborative practices in the educational tourism coastal area of Clungup Mangrove Conservation. This research was conducted using a qualitative descriptive method, data collection was carried out by observation, interviews and document study. The result of this research shows that the role played by the community that cares about the environment is not directly proportional to the role of other actors (local government). Environmental activists have made massive efforts to restructure the coastal ecosystem resilience scheme from natural and human-induced disasters.
