E-democracy adoption factors by e-government citizens

Abstract

Over the past few years there has been some interest for ?e-democracy,? a term that most correctly can be defined as IT use in democratic processes. E-Democracy is generally regarded as a tool for abandoning the representative system for one with a more direct citizen engagement. To achieve these overall goals, government officials are trying to develop adequate e-government strategies that will determine to a large extent the success or failure of the ensuing e-government projects. The adoption of e-Governance and e-Democracy promises a sharp paradigm shift where public institutions will be more responsive and transparent, promote efficient Public Private Partnerships (PPP), and empower citizens by making knowledge and other resources more directly accessible.With literature review, this paper identifies the factors that are effective for the adoption of e-democracy .some factors that are effective for adoption of e-Democracy according to the literature review are Perceived Usefulness (PU), Perceived Ease of Use (PEOU), Political Activity(PA), Civic Orientation (CO) and Political Recruitment (PR). some other factors for this topic are Culture Awareness (local language content ,culture incorporation ,Usability, Trust) , Adequate and inexpensive IT infrastructure, Government commitment, User Characteristics (perceived risk ,perceived control ,internet) , Website Design (perceived usefulness ,perceived ease of use),Service Quality, Client Satisfaction. e-Government and e-Democracy adoption is a function of financial, technical, and human resources. Holding all other factors constant, governments with higher operating budgets, more full-time IT staff, and technical hardware are more likely to have a comprehensive e-Government and e-Democracy platform; For decision makers in government to get people to use and adopt e-government and e-Democracyservices, these services must be genuinely useful to the intended users. They must be efficient and should meet their specific needs.
