EFFECT OF CUSTOMS POLICY: CONCEPT AND CLASSIFICATION

Abstract
Every governmental policy always has its own particular aim. Timely response to negative issues in such policy must be held on the basis of specific indicators that are calculated constantly and easily. Realizing of customs policy of Ukraine is in need of evaluation of its results using some economic indicators. Effect of customs policy or, in other words, customs effect, is proposed to use in such evaluation. Customs effect is an instrument to evaluate the realization of customs police by means of state customs affairs that aims at providing stable economic development. On the other hand, the effect of customs policy is a result of particular measures providing by state customs affairs for a stable development of national producer. Customs effects can be classified according to four main criteria: by source of appearance, by economic meaning, by a form of influence, and by absolute value. Customs effects are divided according to the criteria: by source of appearance into external and internal, by economic meaning into regulative and fiscal, by a form of influence into stimulating and restricting, and by absolute value into positive and negative. Furthermore, every issue of customs policy must be analysed from different points of view. It’s impossible to classify particular process unequivocally in accordance with a certain customs effect. But a comprehensive analysis of a certain issue in the field of customs policy with the use of such indicators as customs effects let a government deal with them effectively and quickly.
