Energy policy of Ukraine: constitutional and legal aspects

Abstract
The purpose of this article is to outline a general approach to understanding the energy policy of Ukraine in the context of the constitutional theory and consider its main constitutional and legal principles. Scientific novelty of the paper is to form a unified approach to understanding energy policy in the theory of constitutional law, as well as to structure and establish relationships with related concepts. Conclusions. In the constitutional sense, it is appropriate to consider energy policy as one of the main components of the energy security of the state, which (energy policy) covers the energy strategy, internal and external energy policy, as well as energy diplomacy as the main tool for foreign policy activities in this area. The intentions of the energy policy of the state to maximize energy independence and the protection of energy interests should also take into account a number of constitutional principles, that greatly influence the formation of such policies, such as the recognition of the highest social value of the person, the rule of law, the provision of environmental safety, the prevalence of peaceful problem solving and cooperation in the field of foreign policy of Ukraine. Effective implementation of energy policy depends on the successful cooperation and interaction of the Verkhovna Rada of Ukraine, the President of Ukraine and the Cabinet of Ministers of Ukraine, which have key powers in this area in accordance with the Constitution of Ukraine.
