Innovative factors of providing economic security of the agricultural sector

Abstract
The article is devoted to the identification of innovative factors in providing economic security to the agrarian sector in the direction of the formation of an effective state policy and the substantiation of the relevant strategic imperatives in the development of the industry. The purpose of the article is to study the scientific and applied principles of assessing the factors of formation of the state policy of innovation development of the agrarian sector, as a direction of ensuring its economic security and maintaining competitiveness. Scientific novelty. The proposed classification of innovation factors influencing the formation of the state policy of ensuring the economic security of the agrarian sector: scientific and educational potential; introduction of innovative developments; innovative foreign economic specialization of the state; development of network technologies; distribution among the population and availability of modern information technologies. The simulation model of ensuring economic security of the agrarian sector of the economy has been constructed, which allows to study the influence of certain areas of development of intellectual and innovative potential, to determine measures of activation of innovation and investment activity of the subjects of the agrarian sector in order to ensure their economic security. Conclusions. It is established that at the present stage of socio-economic transformations in the country, the results of scientific, scientific and technical and innovation activities are the decisive factors determining the transition to an innovative type of development of the agrarian sector, ensuring its high efficiency and economic security in a market environment. The innovations in providing economic security of the agrarian sector and their indicators of evaluation (Scientific and educational potential, introduction of innovative developments, innovative foreign economic specialization of the state, development of network technologies, distribution among the population and availability of modern information technologies) are systematized. For an effective innovation and investment policy of the state in the field of development of the agrarian sector and ensuring its economic security, an important element is the creation of innovation and investment capacity of the industry that ensures their competitiveness. Despite the inevitability of the processes of increasing the dependence of the success of agricultural producers on the innovation of agribusiness, in practice in the domesticIn the agro-industrial sector, the rate of production and implementation of innovations remains low. It is proposed to determine the provision of economic safety of the agrarian sector through the effective indicator of innovation development, namely gross value added. It is proposed to use the simulation method, in particular, on the basis of the concept of system dynamics in order to identify scenarios of innovation development of the agrarian sector in order to ensure its economic security and competitiveness. The simulation model is constructed in accordance with established tensions between the factors of innovative capacity in the agricultural sector, which ensure its economic security. All cycles in the model are contours of additional feedback, which should lead to the spread of positive trends in the model. The dynamics of the components of the simulation model is determined by built econometric models of interconnections between the indicators of intellectual and innovative potential and the results of the activity.
