ENFORMASYON ÇAĞI – ZAMAN – MEKÂN İLİŞKİSİ BAĞLAMINDA BÖLGESEL KALKINMA KURAM VE SÜREÇLERİ

Abstract

EXTENDED SUMMARY Research Purpose: The purpose of this essay is to evaluate how the concepts of time and space have transformed in theories of economics, regional development paradigm and location theories from the 18th century to nowadays. Research Questions: From the mercantilist period to the nowadays, what kind of transformations have occurred in economic theories, development economy and regional development theories in terms of time and space conceptual aspects? How have been transformed time and space context of theories of location from von Thünen to Krugman established? How did Manuel Castells relate to time and space in the Age of Information? Literature Review: This essay data based on literature search which include books, academic journals, internet resources and Google Academic database. Key elements and keywords of this search are economic theories, regional development paradigms, time-space relations in theories, location theories, as well as Manuel Castells’s works on time and space concepts such as Information Age book. Results and Conclusions: Before Industrial Revolutioan mercantilist periods of economic system time and space had defined as a natural processes determined by nature and natural conditions. Industrial Revolution (1st, 2nd and 3rd stages), Enlightenment, rational thought together with technological innovation changed the concepts of time and space, and its organization especially in the production processes include labor force, mode of production, production relations so on. It seems that space and time concepts have been used as an abstract and ignored component of the capital accumulation process in the economic theories, regional development theories (location theories etc.). Fourth stage of Industrial Revolution has started to new era for time and space with the creative industries, internet of things and the information technology. Theoretical approaches in the world and Turkey, countries, geography (space), and long-term investment and development of (time) has developed an approach that is decisive for economic growth and development. In the 20th century as a traditional development economics tool the “Growth Pole” approach, which has become a widespread policy accepted by the nation states, represents the process in which the evolution in technology-time and space context accelerates in the second and third stages of the Industrial Revolution. Fordist production, Taylorist organization, mass production and consumption, rapid circulation has accelerated through technology and time and space relations discovered in capitalist capital accumulation processes. Priority spaces in the selection of global networks; centers that are able to connect with the natural resources more closely, are suitable areas for international financial systems, sufficient infrastructure is the field where information technology can be produced. The informational, global economy is organized around command and control centers that can coordinate, regenerate and manage the spiraling activities of company networks. Castells suggests that the concept of time undergoes considerable change in the Age of Information, the transition from time to virtual time and timeless time that emerged with mass production after the Industrial Revolution. The linear, irreversible, measurable, predictable time of modern times is fragmented in the network society. Features of the new space; individualization in the working system, increased specialization of activities, increased ability of individual employees to network around all events, guiding in a new urban space, endless mobility space, communication and information technology in place, and internet management at the highest level. Moreover, in network society, space organizes time. New communication technology at the regional scale- time and space place information technologies at the center of regional and national development. In the regional development approach that points to the transition from learning to mass production, the provision of new technologies in regional development strategies is gaining visibility, as well as being involved in the network and in the flow of time and space. The concept of time and space has undergone a constant transformation and this transformation in economic theories, location theories and regional development theories and national policies. Nowadays, the relationship between human, time, space, technology, and information is a complex and n-dimensional process that must be tackled together in the creation of regional development and growth strategies and policies in location theories.
