EUROPEAN EXPERIENCE IN IMPROVING THE POLITICAL AND MANAGERIAL RELATIONS BETWEEN THE STATE AND CIVIL SOCIETY

Abstract
It is justified that in the process of improving the political and administrative relations, European states have come up against the need to make changes in the system of state administration, administrative administrations and administrative reforms with a view to reorienting the system of governance based on the principles of the economy. It is noted that the implementation of political and administrative reforms by European countries has yielded positive results and allowed to ensure the effective functioning of the public administration system, to minimize corruption, to ensure impartiality of the civil service and to reduce the influence of the political factor on the development and implementation of managerial decisions, and also significantly reduce the influence of oligarchic groups on acceptance of political decisions. It is justified that, in summary, the changes contributed to ensuring the increase in efficiency, and also to the level of activity, accountability and interest of public authorities in the soonest resolution of issues, decentralization of the deconcentration of local self-government and its definition as the basis for modernizing modern public administration, increasing the results of the activities of public authorities, and also to involve non-state sector proponents in the provision of services.
