Evaluate and Prioritize the Factors Affecting the Project Cost Construction and Friedman Test Using a Special Vector (AHP)

Abstract
Project construction in the country’s economic system and budgeting have a great importance and, the major part of the national income of the country is investing in construction projects and infrastructure every year, usually these projects cost more than fees is intended to do because of the many problems which encountered by. The reasons for spending more than the approved budget, Can be things like: Incorrect assessment of the resources and the cost required to do the job, poor planning and cost control Budgeting project activities, Project cost performance control weaknesses and overall weakness in management and cost control. Enforcement and investor companies in this industry is important to them In the investment projects, by identifying the factors causing cost and control them in present uncertainty economy of the country risk of drowning in present industrial competitiveness reduced to its lowest level. In this article in general evaluated cost management and in particular, factors affecting the cost of the Tehran Province‘s cost management of construction project has evaluated. First by using qualitative research method collect the required information, after this level used Friedman test to the first rankings and choose the of the indicators. and finally selected the top five choices in each category codification paired comparisons questionnaire to use ways of special vector rate and least squares and ranking Indices Is used. In this way, the factors that have a lower impact, alternative modify or remove them . . Method AHP reduce the personalization of the goals. For ranking strategies in Friedman test use SPSS software and for weighting methods (least squares and specific vector methods) and analyze data in AHP section use Expert choice V11.0 software.
