Evolution of Position of High Representative of the Union for Foreign Affairs and Security Policy – Legal and Institutional Analysis

Abstract
The aim of this article is to analyse the development of the competences conferred on the High Representative of the Union for Foreign Affairs and Security Policy and the relations that have arisen between this position and other EU bodies. Its first part presents the evolution of the EU legislation related to the CFSP, while the second discusses the division of competences in this area. Five treaties have been subject to analysis, including the constitutional treaty which was not a valid law act of the original EU, but still lead to a significant change in the powers given to the HR in the Treaty of Lisbon. The institutional analysis includes four main EU institutions such as the European Council, the Council of the European Union, the European Commission and the European Parliament
