Evolution of the Control Cycle in the Conditions of the Development of Educational Systems.

Abstract
The evolution process of the control cycle in the conditions of educational systems development is investigated in the article. It is proposed to highlight the following stages of control cycle: diagnostic (the strengths and weaknesses of the system, the opportunities and threats are determined); modeling (the desired state of the system is modeled); organizational (actions are taken to achieve the modeled state of the system); control (the course of implementation of planned actions is checked); corrective (actions are taken to eliminate possible deviation from the modeled state); final (results of activity are analyzed). It is concluded that in the process of developing educational systems from the "rigid" to the system with delegated management powers, "soft" system, systems with network interaction and synergetic system, the control cycle evolves from "rigid", to ramified, "soft", network and synergetic. It is noted that "rigid" control cycle is implemented on the basis of centralized management; ramified – with the advising of the controlling subsystem of the first level with controlling subsystems of the second level; "soft" – on the basis of "soft" interaction of controlling subsystems of the first and second levels; network – with coordination of positions of controlling subsystems of the first and second levels and advising subsystems of the second and third levels; synergetic – on the basis of integral interaction of controlling subsystems of all levels. Accordingly, the stages of the control cycle with the development of the educational system change their attributes from linear to advisory, coordinated, network and integral.
