EXTERNAL EXPERIENCE FOR THE PROVISION OF CIBERGROP PROTECTION AND ITS USE IN UKRAINE

Abstract
In the article, on the basis of the analysis of scientific views of scientists, as well as foreign literature, the foreign experience of providing cyber security is characterized and the possibilities of its application in Ukraine are determined. It is substantiated that in Germany a lot of attention is paid to the issue of providing cybersecurity, as evidenced by the ramified system of state authorities in the field under investigation. In addition, international cooperation is actively being used in the state, which in turn allows to more effectively and promptly identify threats in the field of research and develop domestic legislation and technologies. From the positive point, it is also noted that the country is constantly expanding activities aimed at implementing state policy in the field of cybersecurity. It is noted that strengthening of strategic stability and international security in cyberspace is one of the key goals of France. Therefore, she is actively involved in promoting safe, stable and open cyberspace. France is particularly active within the UN, which discusses the rules of responsible behavior in cyberspace. The following directions of development of the institute of providing cyber security in Ukraine are singled out: firstly, it is necessary to increase financing of the subjects whose activities are aimed at providing cyber security in the state; secondly, to improve the quality of education of cyberpolice employees; Thirdly, the cardinal upgrade requires the Cybersecurity Strategy of Ukraine, which should be broader, and cover a broader range of issues in this area, and not be limited to the basic issues. It is noted that in this context, the experience of Great Britain and Germany, whose strategies for providing cybersecurity, cover virtually all issues and are the main documents in this area, are interesting; Fourthly, international co-operation in the field of cybersecurity needs to be expanded without restricting cooperation with one particular country; fifth, it is necessary to strengthen control over the Internet. First of all, such a proposal is based on the fact that today many “fake” news are being thrown into the network, which only mislead the public and undermine the trust of certain state authorities (quite often law enforcement agencies have them), and state in general.
