Features of Basic Models of the Energy Saving Management in Housing and Communal Services, Tasks of the Choice

Abstract
Differences as to system of energy consumption and energy efficiency between housing enterprises, communal services enterprises and the entities in the other sectors of economy are analyzed and detalized. Features of building a modern system of processes control for energy saving in terms of housing enterprises, based on the mechanisms of self-financing and public-private partnerships, which are well-proven in the European Union, have been considered. The results of research of the basic models for management of energy saving in the industry branch, where the reduction in energy consumption is a national-level strategic objective, are presented. Six varieties of conceptual modeling of energy saving process as well as issues of methodical support of the practical measures in order to reform the housing and communal services have been considered. They include models of choice in architecture and projecting (ChAP), program-target planning (PTP), European classification of types of buildings (ECT), interrelations of the sub-industry complexes (ISC), an optimized version of energy efficiency (OVEE), as well as project and program management (PPM). Also the economic components of the process of projecting energy efficient buildings on the basis of implemented innovative technologies have been considered.
