FEATURES OF COOPERATION IN TERRITORIAL COMMUNITIES IN UKRAINE: GENERAL REVIEW AND LEGAL ANALYSIS

Abstract
In this article, a legal and scientific analysis of the cooperation of territorial communities in Ukraine is conducted. The author determines that such a form of organization of territorial communities was introduced in 2014. The author examines the legislative, scientific definitions of the cooperation of territorial communities and proposes the definition itself. The article states that cooperation of territorial communities is carried out in the spheres of common interests of territorial communities, in particular, transport and communication, construction, education, health care, culture, physical education and sports, regulation of land relations and the protection of the natural environment. It also notes the importance of municipal cooperation, which is to preserve the resources of territorial communities, namely, their rational use. The article notes the organization of cooperation, as well as the fact that for the realization of the right to cooperation, one territorial community must conclude an agreement on cooperation with another territorial community. It is determined that the Government has fixed the typical form of the agreement on cooperation of territorial communities. The author states at the expense of which funds the financing of cooperation is carried out and cases are identified in case of occurrence of which cooperation of territorial communities may be terminated. Problems of cooperation of territorial communities are also analyzed, and it is formulated that one of the important problems is the problem of legal regulation. The author believes that normative legal acts, which the adoption in the field of cooperation of territorial communities is not enough to properly regulate relations in this area and proposed the adoption of a number of new acts. Only then will the government develop practical mechanisms for their implementation.
