FEATURES OF THE DEVELOPMENT OF PUBLIC MANAGEMENT OF INNOVATIVE AND TECHNOLOGICAL DEVELOPMENT OF THE UKRAINIAN ECONOMY

Abstract
In the article the stages of development of state management of innovation and technological development of Ukrainian economy are investigated and its components are determined: organizational, legal and institutional. The main causes of economic problems in this area are shown: the lack of centralized management and the lack of guarantees of investors' rights, mechanisms to stimulate the introduction of innovations. Еvidence of the imperfect state of the state of innovation and technological development of Ukraine's economy caused by inefficient organizational and legal regulation of this sphere, as expressed in the absence of centralized management decision organizational and legal management solutions, designed to stimulate innovation and technological development, which requires innovative sector level stimulating subjects' objects implementing innovations. One of the main organizational and economic reasons should recognize the lack of legally binding guarantees secured and institutional investor rights that insvestytsiyni implement projects with innovative technological component. The lack of a systematic approach in government economic development built on innovation and technological paradigm is a major economic threat to the national economy in the impact of external market factors in modern globalization.
